Proposed Development at R446 Old Dublin Road, Athlone 

 

Notice is hereby given by Westmeath County Council that it intends to carry out development as described below:-
 

Location of proposed development:

R446 Old Dublin Road, from the Ankers Bower Roundabout (R446 / MacDiarmada Road junction) and terminating just west of the
Creggan Roundabout (R446 / N62 junction), approximately 2.7km long.

 

Nature and extent of proposed development:-
• The provision of a 2.3m wide two-way segregated cycle track one side of the carriageway, or 2.0m wide one-way segregated cycle track on both sides of the     carriageway, reducing in places where constraints exist.
• The provision of 2.0m wide footpaths on both sides of the carriageway, reducing in places where constraints exist.
• Reduction in road carriageway widths (typically 3m wide lanes).
• Junction realignments and the introduction of raised crossings on side roads to prioritise pedestrian movements.
• Straight through cycle lane/track crossings on side road junctions to prioritise cyclists movements.
• The provision of signalised crossings for pedestrians and cyclists.
• Upgrading of the Ankers Bower Roundabout, Willow Park Roundabout, and Wash House Turn Roundabout to a compact roundabouts with provisions for pedestrians and cyclists.
• Proposed signalised junctions at the existing IDA Business Park Junction and Athlone Business Park Junction.
• The provision of landscaping.


The proposed Part 8 development has undergone Appropriate Assessment (AA) Screening under the Habitats Directive (92/43/EEC) and an Environmental Impact Assessment (EIA) Screening under Planning and Development Regulations 2001-2025. No likely significant effects were identified during the AA and EIA Screening processes. Therefore, there is no requirement to proceed to the next stage of AA or for a Natura Impact Statement (NIS) to be produced. In addition, the proposed development is not a type of development that triggers the requirement for an EIA and subsequent preparation of an EIA Report as per the prescribed classes of development and thresholds set out in Schedule 5 of the Planning and Development Regulations 2001-2025. Any person may, within 4 weeks from the date of publication of this notice, apply to An Bord Pleanála for a screening determination as to whether the proposed development would be likely to have significant effects on the environment.


In accordance with Article 80 of the Planning and Development Regulations 2001-2025 plans and particulars of the proposed development are available for inspection at https://consult.westmeathcoco.ie/en or can be inspected or purchased, at a fee not exceeding the reasonable cost of making a copy, at the offices of Westmeath County Council, Áras An Chontae, Mount Street, Mullingar, N91 FH4N and at the Civic Centre, Church Street, Athlone, N37 DN02 from 9.30a.m. to 4.00p.m. each day, excluding weekends and Bank Holidays, from 21 July 2025 to 18 August 2025 and submissions and observations with respect to the proposed development may be made via the Council’s Consultation Portal at https://consult.westmeathcoco.ie/en or written submissions or observations in relation to the proposed development, may also be submitted to Planning Section, Westmeath County Council, Aras An Chontae, Mount Street, Mullingar, N91 FH4N to arrive not later than 4.00pm on 1 September 2025.

Written submissions or observations received will form part of a statutory report to be presented to a meeting of Westmeath County Council and will form part of a public document. The information contained in submissions may be available for public inspection on the Council’s website and available at the Council’s public counter. Details, including the names of those making submissions, may be shared with relevant Council Departments or their agents involved in this Part 8 process.
