PART 8 OF THE PLANNING AND DEVELOPMENT REGULATIONS, 2001 (AS AMENDED)

Pursuant to the requirements of the above, notice is hereby given that Westmeath County Council proposes to carry out development at Harbour Road, Mullingar, Co. Westmeath.

The construction of 50 no. dwellings, comprising:

1 no. one-bed universal design (UD) bungalow, 1 no. three-bed UD bungalow, 13 no. two-bed two-storey terrace units, 4 no. two-bed two-storey semi-detached units, 2 no. three-bed two-storey detached units, 4 no. three-bed two-storey semi-detached units, 3 no. four-bed three-storey terrace units, 11 no. two-bed ground floor UD Age Friendly Apartments, 11 no. one-bed first floor apartments along with all associated site development works including an ESB substation. The development will be accessed via Harbour Road (Sister Finbarr Breslin Road) with pedestrian access to Longford Road/Harbour Street.

The proposed Part 8 development has undergone Appropriate Assessment (AA) Screening under the Habitats Directive (92/43/EEC) and an Environmental Impact Assessment (EIA) Screening under Directive 2014/52/EU (as amended). No likely significant effects were identified during the AA and EIA Screening processes. Therefore, there is no requirement to proceed to the next stage of AA or for a Natura Impact Statement (NIS) to be produced. In addition, the proposed development is not a type of development that triggers the requirement for an EIA and subsequent preparation of an EIA Report as per the prescribed classes of development and thresholds set out in Schedule 5 of the Planning and Development Regulations 2001 (as amended).

Any person may, within 4 weeks beginning on 18th July 2026, apply to An Coimisiún Pleanála for a screening determination as to whether the proposed development would be likely to have significant effects on the environment.

Plans and Particulars

For a period of 4 weeks the Plans and Particulars of the proposed development are available for inspection at https://consult.westmeathcoco.ie/en and they can be inspected or purchased at a fee not exceeding the reasonable cost of making a copy at the offices of Westmeath County Council at Áras An Chontae, Mount Street Mullingar, N91 FH4N or Athlone Civic Centre, Church Street, Athlone, N37 P2T5 between the hours of 9.30am to 4.00pm each day, excluding weekends & Bank Holidays from 18th July 2026 up to and including 18th August 2026.

The closing date for receipt of submissions or observations is the 1st September 2026 at 4pm.

Submissions should be labelled ‘LAM7-2026 Harbour Road, Mullingar’ and include the name, address and details of any organisation represented if relevant.
